The Finalised Draft North Lanarkshire Local Plan (FDNLLP) is an important milestone in the statutory process of producing a local plan.
The purpose of the Finalised Draft is to allow public comment and objection to the proposed land use strategy, policies and proposals for North Lanarkshire. Unresolved objections will be considered by an independent Scottish Government Reporter. The Reporter’s findings and recommended changes to the plan will be advertised before the Plan is ‘Adopted’.
The local plan is made up of four elements:
- A Policy Document setting out the plan’s aim of regeneration and sustainable growth, and the policies to achieve it.
- Area Action Plans listing the development opportunities and protected assets for the six Local Area Partnership Areas of North Lanarkshire
- Two Area Proposals Maps showing where the development opportunities are and where policies apply.
- Finalised NLLP Representation and Formal Objection Form
The FDNLLP is also accompanied by:
- An Environmental Report explaining the plan’s environmental implications, and
- Eight background Technical Reports supporting the plan’s strategy, policies and proposals.
North Lanarkshire’s Development Plan Scheme (DPS)
North Lanarkshire’s DPS provides information on the Council’s present and future development plan priorities and procedures. The DPS 2010 is also available for downloading.

Consultation on the Finalised Plan closed on 29 May 2009.
Representations and Formal Objections have now been considered by North Lanarkshire Council. Remaining Formal Objections will be considered at a Public Local Examination in 2010.
Once adopted, the Local Plan is a 5-10 year strategy for physical development. Its policies and development proposals are intended to ensure that:
- There are enough of the different types of land uses, (houses, offices, open spaces etc) for North Lanarkshire to be a successful place.
- Facilities are in the right places for people to access them
- Development does not harm the environment
